Kofi Annan, the outgoing UN secretary general, has delivered a barely disguised broadside against President George Bush in his last major speech before leaving office at the end of the month.

He suggested that in the "war on terror", President Bush had ridden roughshod over the international community and compromised America's respect for human rights. Mr Annan made plain his concern that the United States had allowed its status as the world's sole superpower, coupled with its desire to protect itself against terrorists, to undermine its historical commitment to multilateralism.

He added: "No nation can make itself secure by seeking supremacy over all others. We all share responsibility for each other's security, and only by working to make each other secure can we hope to achieve lasting security for ourselves."

The speech was delivered in Independence, Missouri, in the presidential library of Harry Truman, who presided over the founding of the United Nations six decades ago.

At times, Mr Annan appeared to contrast the principles of global responsibility evoked by Mr Truman with the actions of Mr Bush.


"This country has historically been in the vanguard of the global human rights movement," Mr Annan said. "But that lead can be maintained only if America remains true to its principles, including in the struggle against terrorism. When it appears to abandon its own ideals and objectives, its friends abroad are naturally troubled and confused."

"Why won't the Americas do something about Darfur?" Annan added in a whining tone. "They can't seriously be waiting for this organization or any part of the international community to do something about the murder, rape and starvation of an entire population, can they? Didn't they see "Hotel Rwanda"?

When told there are those in the US who want their government to take unilateral action to stop the genocide in Darfur, Annan became furious. "Who do these Americans think they are, going against the wishes of the international community? What is genocide compared to the importance of everyone being on the same page? How dare the Americans seek supremacy over other nations by trying to selfishly stop mass murder!" Annan concluded by giving another stern lecture to America about being true to its principles, particularly what he called its "Constituionally-enshrined principle of only acting multilaterally" and of course its law forbidding interference in other cultures, which Annan referred to as the "Prime Directive." This lecture was sponsored jointly by Verizon's Family and Friends Plan - always a favorite of Annan's - and the UN's own "Kickbacks and Relax Foundation," recognized the world over as a leading you-better-believe-its-for-profit organization.

Ah, Kofi. You don't have to go home, but you got to take your corrupt, unaccountable, antisemitic, anti-American, friend-and financier-to-murders-and-dictators-everywhere ass out of here. It's just a shame your corrupt, unaccountable, antisemitic, anti-American, friend-and financier-to-murders-and-dictators-everywhere organization isn't going with.
